Moran, a former Wall Street investment banker running as an independent against three-term incumbent Senator Mark Warner, has been the leading voice on prediction market regulation since October 28, 2025, when the New York Post first reported his warning that foreign money from China and the Middle East was flowing into prediction markets to skew the odds in the New York City mayoral race. He was the first candidate in America to publicly name prediction markets as a national security threat.
