Moran, a former Wall Street investment banker running as an independent against three-term incumbent Senator Mark Warner, explained to Rising's audience that the bet was a deliberate act designed to expose the absence of any federal law prohibiting a Senate candidate from betting on their own race. Kalshi's decision to suspend and fine him — voluntarily, under public pressure, with no legal obligation to do so — proved the point: the loophole is real, it is unregulated, and it will be exploited again unless Congress acts.
